PRIME is WorkplaceNL’s incentive program designed to reward employers who maintain safe workplaces and effectively manage return-to-work processes. By meeting specific health, safety, and claims management standards, organizations can qualify for refunds. At Dallas Mercer Consulting (DMC), we are committed to supporting our clients in meeting these requirements, ensuring compliance, and building safer workplaces.

 

So, what’s changing? 

 Path 1 – Small Employers must:

  • Register your business: Enroll in the Certification Training Registry (CTR) to manage training requirements and track employee completions (one-time setup).

  • Add your employees: Employers must add employees to their CTR network; employees must accept the invitation.

  • Certification training: Ensure your OH&S Committee, Worker Health & Safety Representative, or Designate completes certification training.

    • Level 1: For workplaces with fewer than 20 employees.

    • Levels 1 & 2: For workplaces with 20 or more employees.

  • Meetings and minutes: OH&S Committees must meet at least once every three months and submit minutes to WorkplaceNL via Connect.

  • Annual employer statements: Submit by the end of February each year. WorkplaceNL will confirm training compliance automatically.

  • Ongoing education: Complete at least two PRIME education courses per year until all five courses are completed.

Path 2 – Large Employers must:

Expanded OH&S program: Beginning in 2026, employers must implement a 15-element OH&S Program (up from 10 elements) to align with evolving legislation.

  • Auditing requirements:

    • Self-audits for two consecutive years.

    • External WorkplaceNL audit in the third year, including interviews, document reviews, and observation tours.

    • Minimum element and overall audit scores required to maintain PRIME eligibility.

  • Additional training:

    • Supervisors must complete the Supervisor Health & Safety Training Course.

    • All employees must complete Musculoskeletal Injury Prevention training.
